Responsible Development


Private development that receives public subsidies should benefit communities and uplift working families. 

Millions of dollars each year are redirected from city, county, and school budgets  to support private redevelopment projects through tax-increment financing (TIF) and other subsidies.  In Colorado, there are few job or housing standards associated with these public subsidies, resulting in projects that create an unsustainable mix of high-end housing and low-wage jobs.  FRESC is not opposed to the use of public subsidies, but believes public investments should only support responsible development that includes the public in the development planning process.

Responsible development creates communities where ordinary people can afford to live and work.  It improves the lives of individuals living in distressed communities, rather than displaces them.

FRESC carries out its Responsible Development program through a variety of campaigns and projects :


Campaign for Responsible Development
The Campaign for Responsible Development engages a diverse coalition to negotiate for a full range of community benefits on large-scale redevelopment projects.

Prevailing Wage Committee
The Prevailing Wage Committee is a worker-led organizing group advocating for family-supporting construction wages on Denver's publicly subsidized projects.

Westside Alliance - Community Benefit Campaign
The Westside Alliance is a resident-led organizing campaign that also partners with government planners and community partners to ensure that vulnerable residents have a voice in shaping any future redevelopment in their neighborhoods.

Denver City Council Task Force on Economic Prosperity
Denver has convened a Task Force on Economic Prosperity to take a broad look at economic development in Denver and develop a common set of principles and recommendations that will help guide future economic development strategies and initiatives. The Task Force is a joint effort of Denver’s City Council and the administration of Mayor Hickenlooper.

Responsible Development Research and Advocacy
FRESC monitors the use of development subsidies throughout the region, and seeks to increase opportunities for public input and inclusion of community benefit standards in development and subsidy policies.
